Bug/Feature? Custom theme > allow to modify theme files

In a standard installation of dc2 the "custom theme" allow the users to modify the theme files with the "theme editor"

It should be nice to have the possibility to create his own personnalised theme on our own blog.

It should normally work. The only explanation I see is that you need Super administrator right to do that but I don't really understand why. Maybe it worth asking on dotclear forums.
